House Passes Ethiopia’s Carbon Market Proclamation

Addis Ababa, June 30, 2026 (ENA) — The House of Peoples' Representatives (HPR) approved the Ethiopian Carbon Market Proclamation today.

During its 29th routine meeting, the House approved the proposed Carbon Market Declaration to create an extensive legal structure for carbon trading activities.

Created to implement the nation's National Carbon Market Strategy (2025–2035), this law seeks to draw in sustainable investments, manage carbon credits, and guarantee clear distribution of income.

Chairperson of the HPR Plan, Budget, and Finance Affairs Standing Committee, Desalegn Wedaje, emphasized that the declaration establishes an extremely favorable climate for executing international agreements approved by Ethiopia, such as the historic Paris Agreement, thus meeting the country's commitments to cut down on greenhouse gas emissions.

He added that being a nation susceptible to the negative effects of climate change, the law offers the essential legal structure needed to implement Ethiopia's detailed carbon market plan.

As per his statement, the declaration also creates the structural frameworks and legal transparency needed to encourage sustainable eco-friendly investments and enable smooth technological exchange.

The legislation establishes an open legal structure to oversee carbon trading activities that previously had insufficient systematic oversight, he stated, emphasizing that the announcement will ensure uniformity in procedures, openness, and operational effectiveness by combining scattered regulations and guidelines into one cohesive system.

In conclusion, the House passed the bill through a majority decision, with one member choosing not to vote, thereby implementing it as the Ethiopian Carbon Market Proclamation.
