Former Acting Town Clerk of Harare, Phakamile Mabhena Moyo, has submitted a request to the Zimbabwe Anti-Corruption Commission (ZACC) for an inquiry regarding claims that two people detained recently for fraud involving the $151,000 sale of property intentionally provided information to the authorities.
Lawyer Tsunga Bhamu representing Mabhena Moyo alleges that Desmond Rutsito and Leeroy Manyange intentionally provided details to law enforcement officers, claiming they were collaborating with high-ranking municipal authorities in offering fake residential plots to unaware property buyers.
Rutsito and Manyange have recently been brought before the court, facing charges of defrauding unaware property buyers out of $151,000 through three failed land transactions.
They stood accused of three instances of fraudulent activity during their appearance at the Harare court under Magistrate Jessie Kufa.
Nevertheless, Mabhena Moyo has contacted Zacc asking for an inquiry regarding an instance where incorrect details were intentionally provided to the authorities.
"The misleading information provided to the police comes from claims of fraud made against Desmond Rutsito (42) and Lecroy Manyange (28)," they stated.
The misleading details intentionally provided to the authorities state that our client remains free and is involved with Edgar Dzehonye, Desmond Rutsito, and Leeroy Manyange, claiming he worked together with Calisto Murambasvina from Haider Enterprises (Pvt) Ltd and independently with Munyaradzi Chikusvu, deceiving both victims out of sums approximately totaling USD 151,000, along with additional accusations.
Lawyers claimed that the details provided to the authorities were inaccurate since Mabhena Moyo was not free and had no connection to or knowledge of Rutsito and Manyange.
He is unaware, has never encountered, and has had no involvement whatsoever with any of the complainants or their business agents.
The claims that have been made and extensively reported are libelous, untrue, and disgusting, unfairly damaging our client's reputation and standing.
We request that you commence the requested inquiries to avoid misuse of the police force and safeguard our client along with the broader community from potential harm caused by individuals who intentionally deceive the authorities with fabricated details.
