The two individuals, dressed in all-black attire with their faces obscured, climbed the antenna on Wednesday without using any apparent safety equipment. They positioned themselves on a slim platform near the summit of the building, approximately 443 meters (1,454 feet) high over Manhattan.
Aerial video showed the pair hugging and seemingly kissing following the deployment of a sign that read: "When the power of love surpasses the love of power, the world experiences peace."
Around 12:30 p.m., they started descending along the antenna's metallic structure toward a bigger platform. Upon arriving, the man seemed to set up an electronic gadget before kneeling on one leg. The couple then exchanged another kiss and embrace.
A woman was subsequently observed taking multiple photos while holding up her left hand, suggesting she was displaying what seemed to be an engagement ring.
As reported by Reuters, the visible pair originates from Russia.
Law enforcement officers detained both people just after 1 p.m. following their exit from the high-rise building.
Officials verified that nobody sustained injuries in the event, although the names of the individuals involved remained undisclosed at first.
Authorities still haven't disclosed how the pair managed to reach the limited-access antenna located high above the building's public viewing areas.
"Two people were arrested without any issues. No injuries have been reported. Legal charges are yet to be determined, and the inquiry is still continuing," said a spokesperson from the New York Police Department to the French AFP news agency.
Constructed during the early 1930s following the Art Deco design trend, the Empire State Building was recognized as the highest structure globally until the 1960s.
Those who wish to take in sweeping vistas of New York from the building's primary viewing area located on the 86th floor must buy admission for $44 (approximately €38.6). A further charge of $35 provides entry to the covered observation platform situated on the 102nd floor.
Safety measures at the famous location, similar to many other significant spots throughout New York City, have stayed more rigorous following the September 11 incidents.
